Preheat oven to 350°F. Spray 18 muffin cups with cooking spray.
Stir together confetti cookie mix, 6 tablespoons melted butter and 1 egg in large bowl until well blended. Divide and press into muffin cups.
Stir together chocolate cookie mix, 8 tablespoons melted butter and 1 egg in large bowl until well blended. Divide and press on top of confetti dough in pan.
Bake 17 to 20 minutes, until centers are set. Cool completely. Frost cooled cupcakes with cookie dough frosting. Serve layered cookie dough cupcakes.
